If you've been hearing about changes to NDIS planning and wondering what it means for you, you're not alone. Participants, families, and carers across Melbourne's western and northern suburbs have been asking the same questions. The short answer is: some things are changing, and some things aren't. Here's what you need to know.
From mid-2026, the NDIS will begin rolling out a new way of planning for participants. The changes are being introduced gradually, not everyone will experience them at the same time but here's what the new framework looks like.
A new support needs assessment. Instead of the current planning conversations, participants will work with a trained and accredited assessor to identify their disability support needs. The assessor will meet with you at a time and place that suits you, and the conversation is designed to be person-centred and strengths-based focused on your daily life, your goals, and what support you genuinely need.
A more flexible budget structure. Under the new framework, your funding will be split into two types: stated supports (funding allocated for a specific purpose) and a flexible budget (funding you can use across any approved NDIS supports). This aims to give you more choice and control over how your funding works in practice.
Longer plan periods. Plans will cover longer timeframes, meaning fewer mandatory reviews and more stability for participants who want to get on with life without constantly renegotiating their support.


If you or someone you support uses respite care, there's one change worth knowing about that's already taken effect. As of October 2025, what was called Short Term Accommodation (STA) is now called Short Term Respite (STR).
The name change isn't just cosmetic. The updated guidelines place a stronger emphasis on what this support is actually for: giving participants and the family members and informal carers who support them around the clock a genuine break. Funding through STR is now directed toward meaningful respite stays, with clearer guidelines around what's included.

The new planning framework begins rolling out from mid-2026, but it's being introduced in phases. That means many participants won't experience any change for some time, possibly well into 2027 or beyond. The NDIS has been clear that the transition will be gradual.
